It’s like the free version of Photoshop.

• There is no free program with all the capabilities of Photoshop. But there are two very good free graphic programs
  Paint.NET (http://www.getpaint.net/) and GIMP (http://www.gimp.org/windows/)
  Paint.NET is my favorite.
